Overview:
Performs a variety of specialized paraprofessional work in support of professional and management staff relative to the maintenance of Classification Specifications, the Department of Personnel Pay Plan and in the administration of merit examinations.
Duties and Responsibilities:
- Serves as test monitor in the administration of written and performance examinations at the Springfield test site; scores written and performance tests; responds to questions from applicants; prepares test breakdowns when requested; participates in off-site testing sessions.
- Administers training and experience examinations evaluating applicant training and experience in accordance with established grading scales; may review employment applications to determine if applicants meet minimum requirements for employment in exempt class titles, on an as needed basis.
- Composes correspondence relative to audit requests from employees or management; maintains related files; responds to technical and procedural questions from personnel liaisons, employees, department staff or management concerning the audit process; gathers information for position audits or surveys, audit reconsideration or allocation appeals; drafts position descriptions from audit or class study information.
- Compiles data and gathers information from a wide variety of sources in support of the development of merit examinations; prepares reports, charts, graphs and statistical charts relative to test development and administration.
- Gathers data to establish, revise and/or abolish class standards; prepares transmittal correspondence to submit new, revised or abolished class specifications for approval of the Secretary of State Merit Commission/ maintains history class specification files and class study files; implements new class titles by ensuring that appropriate transactions are processed.
- Prepares survey materials to obtain comparative wage and salary surveys or to illustrate recommendations for salary grade/range assignments; prepares department of Personnel Pay Plan Amendments in final form; prepares and distributes notifications to staff and operating departments of amendments to the Classification Specifications and Pay Plan.
- Reviews and processes documents received from the Illinois Department of Labor to certify prevailing rates; ensures that prevailing rates are implemented and proper transactions are processed.
- Performs other duties as required or assigned.
Requires knowledge, skill and mental development equivalent to completion of two years of
college preferably with courses in public, personnel or business administration, human development counseling, employee relations or employment law or three years of responsible clerical experience in a personnel or human resources setting.
Knowledge, Skills and Abilities:
- Requires extensive knowledge of office practices and procedures, equipment and personal computers.
- Requires extensive knowledge of composition, grammar, spelling, and punctuation.
- Requires working knowledge of arithmetic computations.
- Requires elementary knowledge of the principles of organizational administration and structure.
- Requires ability to effectively interact with employees, management, the general public, applicants and other personnel professionals.
- Requires ability to follow detailed oral and written instructions.
- Requires ability to present complex ideas clearly in both written and oral form.
- Requires ability to read and comprehend laws, rules, regulations, policies and procedures.
- May requires some travel, requires a valid Illinois Driver’s License
- Requires the ability to lift and carry 25 lbs.
