Overview:

Administers the collection, analysis, and reporting of library data; oversees the statewide and national distribution of Illinois library data and statistics; monitors designated grants and programs funded with state and federal funds; advises and consult with the library systems and Illinois libraries regarding general library issues and these specialized areas; administers programs and initiatives that target library services and training for library staff who may work with statistical collection and analysis; represents the State Library at appropriate meetings that deal with these specialized area of library services.

Duties and Responsibilities:
  • Serves as State Data Coordinator and provides consulting services regarding library issues, programs, and services especially related to library data. Responsible for submitting clean and accurate data collected from all public libraries in Illinois to the Institute of Museum and Library Services (IMLS) Public Libraries Survey (PLS) reporting system.  Coordinates the collection of this data as submitted by public libraries via the Illinois Public Library Annual Report (IPLAR).  Responsible for designing and issuing the IPLAR to all public libraries as required by statute. The State Data Coordinator works with IMLS, other state data coordinators nationwide, and with Illinois’ public libraries to ensure compliance with the statute and federal reporting.
  • Develops, critiques and monitors grants and projects funded with state and federal funds including but not limited to competitive, formula, discretionary projects, and direct appropriations, such as System Area & Per Capita grants and Library Services and Technology Act (LSTA) grants; makes recommendations as to the level of funding for various library programs; participates in the processing, review, and monitoring of grant proposals, projects, and reports.
  • Advises and consults with libraries and the regional library systems regarding the full range of library and system services, programs, governance, administration, planning, consulting, staffing, evaluation, member services, operations, finances, and grants.
  • Plans, collaborates, and conducts presentations, pilot programs, seminars, and workshops on library topics especially regarding the IPLAR and statistical and data collection/analysis from the various types of Illinois libraries. Prepares or coordinates the preparation and dissemination of related informational and educational resources.
  • Represents the State Library at appropriate activities; participates on committees and attends meetings especially those focused on statistical and data collection/analysis.
  • Performs other duties as required or assigned
Minimum Requirements:
  • Requires knowledge, skill and mental development equivalent to completion of a master’s degree in library science, preferably from an institution accredited by the American Library Association, and four years of progressively responsible professional librarian experience involving the application of library science techniques.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires the ability to lift to 25 lbs. and to push/pull of 0–50 lbs.
Knowledge, Skills and Abilities:
  • Requires thorough knowledge of library principles, methods, tools, materials and practices as they relate to all phases of library operations.
  • Requires thorough knowledge of library equipment, facilities, layout and budgeting processes.
  • Requires thorough knowledge of research and reference techniques.
  • Requires thorough knowledge of library materials and documents and their value to the library.
  • Requires ability to analyze complex research, reference, cataloguing, or accessioning problems and to make recommendations as to their resolution.
  • Requires ability to interpret library policies, objectives and facilities to public officials and the public and to establish and maintain favorable public relations.
  • Requires ability to determine and satisfy the requirements of scholars, government representatives, professional staff, historians and other library patrons.
  • Requires ability to make library studies and surveys, and gather, organize and give information on library techniques, procedures, personnel management, housing and equipment.
  • Requires ability to analyze situations accurately and adopt an effective course of action.
