Overview:
The Office of the Illinois Secretary of State is seeking a Training Administrator to spearhead the newly established Training Program. In this role, you will be responsible for overseeing the operations of the Illinois Secretary of State’s Training Program operations. The role provides strategic leadership of the Program, operational excellence, program development and evaluation, and people and workforce management.
This role will be responsible for managing 20+ employees and training for 4000+employees and leading initiatives to enhance program effectiveness, streamline training processes, and foster continuing learning. The role requires extensive experience in managing training programs, driving organizational development, and improving processes in a cross-functional organizational setting.
Key Responsibilities:
- Strategic Leadership
- Develop and execute long-term strategic plans for the training program in alignment with the Secretary of State’s mission and objectives
- Collaborate with executive and departmental leadership, ensuring alignment with broader agency goals
- Lead change management efforts to revamp onboarding and training processes and enhance employee training experience
- Operational Excellence
- Manage day-to-day operations of the training program to ensure efficient processes, effective resource allocation, and adherence to regulatory and quality standards
- Develop, implement, and refine operational procedures to maximize the division’s impact
- Establish performance metrics and monitor progress to ensure the program meets its goals
- Manage budgeting, cost management, and resource allocation to optimize impact of the training program’s mission
- Program Development and Evaluation
- Oversee the design, development, and delivery of innovative training programs that address both employee and agency needs
- Implement evaluation mechanisms to measure program effectiveness and inform continuous improvements
- Prepare regular reports detailing the division’s performance, program outcomes, and strategic recommendations
- People and Workforce Management
- Provide clear direction and ongoing mentorship to a team of 25+ employees
- Design and implement training programs for employees in the training division to promote continuous learning and skill enhancement
- Secure, allocate, and manage resources to develop and implement training division strategies and plans
- Stay at the forefront of emerging learning technologies and best practices and incorporate into strategic goals and programs of the training division
- Bachelor's degree in Education, Business Administration, Public Administration, or a related field preferred; equivalent experience may be considered
- Minimum of 5 years of experience in managing training programs or divisions, with at least 3 years in a leadership role managing teams of 10+ employees
- Experience in the development of training modules either directly or as part of a larger team.
- Strong leadership, strategic planning, and people management skills with the ability to drive cross-functional collaboration, process enhancement, and transformative initiatives
- Requires willingness to travel
- Proven success in designing and implementing innovative training programs
- Knowledge of current trends and best practices in employee learning, professional development, and training technologies
- Public sector or government agency experience, especially within training or educational capacities
