Overview:

Performs complex technical research and advisory functions relative to the development, analysis, evaluation, revision and installation of standards, methods and procedures for Commercial Driver Training Schools, Employer Certification Program; performs inspections and monitors their compliance with current rules and regulations; serves as liaison between this agency and the school owners, trucking companies and their representatives.

Duties and Responsibilities:
  • Inspects commercial driver training schools and various fire departments, municipalities and trucking companies participating in the employer Certification Program for compliance with the Illinois Vehicle Code and current rules, regulations, policies and procedures established by the Office of the Secretary of State; serves as liaison between commercial driver training schools and Illinois Office of Education with problems concerning to or arising from dual jurisdiction over teenage applicants.
  • Performs on-site inspections of new or existing schools to assure compliance with physical requirements for classrooms and offices; serves as liaison between school owners and/or representatives and this agency with any problems that may arise.
  • Reviews new and/or renewal applications requests to assure compliance with insurance, bonding and educational requirements; may contact insurance companies, educational institutions or governmental agencies named on documents for verification or clarification of information given.
  • Investigates written consumer complaints against commercial driver training schools or their instructors; prepares investigations and attends hearings to determine whether commercial driver training schools and/or instructor will have their license cancelled, suspended, revoked or denied; testifies as Secretary of State witness at hearings against accused commercial driver training schools and/or instructors.
  • Answers correspondence, telephone or walk-in inquiries regarding Commercial Driver Training Schools, Employer Certification Program and third Party Certification Program; distributes forms, pamphlets and other pertinent materials relative to such; compiles statistical reports, and prepares weekly and monthly reports for supervisor pertinent materials relative to such; compiles statistical reports, and prepares weekly and monthly reports for supervisor pertaining to inspections, applications, investigations, etc.; makes recommendations for certification.
  • Analyzes legislative revision, administrative regulations and court decisions affecting specific agency operations; determines necessary changes in operating limitations; devises methods and procedures required to effectuate changes; composes memoranda and develops forms, explanatory bulletins and interpretive releases for agency personnel and general public.
  • Solicits various fire departments, municipalities and trucking companies throughout the State for Employer Certification Program; monitors program for compliance with Secretary of State rules and policies; serves as liaison between this agency and trucking companies with any problems that may arise.
  • Reviews safety records, driver performance records, training materials and curriculum, including safety films, books, slides, etc. to ensure compliance with secretary of State rules, policies, regulations, etc.; reviews completed forms to check for validity of employee’s signature and the employee’s driving record to ensure the employee was eligible for certification; fingerprints potential instructor applicants to determine eligibility for licensing as required by the Illinois Vehicle Code.
  • Performs other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to completion of four years college with courses in public administration, accounting, industrial relations, prelegal or personnel management.  Requires two years professional experience in public administration, business management or accounting.

Knowledge, Skills and Abilities:
  • Requires extensive knowledge of management, principles and techniques, including organizational structures, staffing patterns and administrative controls.
  • Requires extensive knowledge of the types and application of a variety of modern office equipment and machines.
  • Requires working knowledge of agency programs, policies and objectives and methods, procedures and techniques utilized.
  • Requires working knowledge of pertinent state and federal laws, rules and regulations.
  • Requires ability to establish and maintain satisfactory public contacts and working relationships with agency officials and outside organization representatives.
  • Requires ability to exercise sound judgement in analyzing, appraising, evaluating and solving problems of a difficult procedural, organizational, administrative and technical nature.
  • Requires ability to exercise a high degree of initiative and resourcefulness in the development and completion of work projects.
  • Requires ability to organize facts and findings, and to present such information in clear and logical form, orally, or through written media such as briefs, memoranda, summarization’s, research reports or regulations bulletins.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires ability to lift and carry up to 25 lbs.
