Overview:
Performs a variety of complex paraprofessional work in the review and analysis of abstracts of driving records, CDLIS driver record, CDLIS motor vehicle record, Federal Motor Carrier Safety Administration documents, other States’ Department of Motor Vehicles and Drivers Licensing Agency’s, medical examiner certificates, medical specialist documents, requests from court officials, requests from law enforcement, legal documents, re-examination documents and other pertinent information in accordance with Sections 6-103.5, 6-103.8, 6-207, 6-500, 6-507, 6-508, 1-508.6, 6-513, 6-519, 6-900-912 of the Illinois Vehicle Code and applicable Administrative Rules and procedures, administered by the Office of the Secretary of State relevant to the CDL Medical certificate program and the Medical program where statutory provisions are ambiguous or require interpretation and exercise of discretion and independent judgment; authorizes cancellation of driver’s license and driving privileges pursuant to Section 6-201 of the Illinois Vehicle Code; authorizes the rescission and clearance of cancellation of driving privileges once requirements have been met; responds to a variety of complex telephone inquiries to provide technical information regarding medical examiner certificates, medical and vision specialist reports; reviews and prepares medical and vision specialist reports for the Illinois Medical Advisory Board; reviews recommendations from the Illinois Medical Advisory Board and determines the eligibility of driving privileges; authorizes entries to Illinois driving records; assists with sorting, recording and distribution of CDL medical examiner certificates, medical and vision specialist cases to other review clerks; assists with training and answering technical questions for less experienced review clerks; maintains record system of incoming and output of CDL medical examiner certificates , medical and vision cases; composes and dictates technical correspondence to provide technical information regarding CDL medical examiner certificates, medical and vision specialist reports; performs a variety of clerical duties; testifies in court as necessary.
Duties and Responsibilities:
- Responds to a variety of complex telephone inquiries from the public, attorneys, medical and vision specialist, Driver Services Facility Personnel, court officials, law enforcement officials, other employees within the office of the Secretary of State, and other States’ Motor Vehicle and Drivers Licensing agencies to provide technical information regarding medical examiner certificates, medical and vision specialist reports in order to adequately solve problems without releasing confidential information.
- Reviews medical examiner certificates, prepares highly complex and technical medical and vision specialist reports for the Illinois Medical Advisory Board in accordance with the Driver’s License and Medical review Act of the Illinois Vehicle Code Section 6-900-912; reviews formal determinations received from the Illinois Medical Advisory Board and determines and evaluates the eligibility for a driver’s license and privileges based on the Board’s recommendation.
- Authorizes entries to Illinois driving records to update medical examiner certificates, medical and vision specialist information reported to this office; initiates changes on an individual’s driving record upon notification of a new address as required pursuant to Section 6-116 of the Illinois Vehicle Code; authorizes the issuance of an Illinois Medical Restriction Card to accompany the Illinois Driver’s License.
- Assists with the sorting, recording and distribution of medical and CDL medical examiner certificates, medical and vision specialist cases to other review clerks, assists with training and answering technical questions for less experienced review clerks; maintains record system of incoming and output of medical and CDL medical examiner certificates and medical and vision cases.
- Composes and prepares technical correspondence to respond to inquiries submitted by the public, employers, private or State’s attorneys, court officials, law enforcement officials, medical and vision specialists, other employees from within the Office of the Secretary of State and other States’ Motor Vehicle and Drivers Licensing agencies to provide technical information regarding medical and CDL medical examiner certificates, medical and vision specialist reports in order to adequately solve problems without releasing confidential information.
- Performs miscellaneous duties such as maintaining individual weekly production reports, statistical data, printing abstracts of driving records, photocopying documents, fine filing, searches microfiche records, soundexing of driving records and requesting microfilm documents; testifies as to why action was or was not taken on a driving record if challenged in a court of if technical explanation is required in a court case or in a Secretary of State hearing as prescribed in Section 2-118-9 of the Illinois Vehicle code.
- Performs other duties as assigned.
Requires knowledge, skill and mental development equivalent to the completion of two (2) years of college AND one (1) year of technical/paraprofessional experience in dealing with laws, rules and regulations in a public or private organization.
Knowledge, Skills and Abilities:
- Requires thorough knowledge of applicable portions of Chapters 3, 6, 7 and/or 11 of the Illinois Vehicle Code.
- Requires thorough knowledge of business English.
- Requires thorough knowledge of the driver’s license examination procedures and Administrative Hearings Department procedures.
- Requires thorough knowledge of insurance principles and terminology.
- Requires working knowledge of office practices and procedures.
- Requires working knowledge of the basic procedures of the judicial process and ability to interpret intent of rulings relating them to administration of the Illinois Vehicle Code and regulations and policies of the Office.
- Requires ability to exercise responsible, independent judgment in making decisions in accordance with applicable laws and to interpret and apply proper procedures.
- Requires ability to analyze difficult cases and render decisions concerning the denial or reinstatement of driving or vehicle registration privileges.
- Requires ability to effectively communicate both orally and in writing.
- Requires ability to effectively compose and dictate tactful correspondence explaining technical matters in a clear and non-technical manner.
- Requires ability to deal tactfully with the public.
- Requires ability to maintain a satisfactory working relationship with other employees.
- Requires the ability to lift and carry up to 10 lbs.
