Overview:
Acts independently as a top-level technical contributor in performing highly specialized phases of applications systems analysis and/or integration of technical systems and/or programming; exercises substantial personal responsibility and autonomy for multiple departments. Devises or modifies procedures for multiple unique and complex applications for Web applications. Performs technical consultation on complex projects; formulates/defines systems scope and objectives; devises or modifies procedures for complex applications; responsible for systems analysis and design, program design, coding, and testing phase of development, including direct contact with user department staff and vendors; long range planning or other functions of similar scope and responsibility. Serves on technical projects at the highest level or any phase of development as assigned and is competent to work at the highest technical level on any or all phases of IT projects or systems. Performs technical consultation to division manager, and to other staff; may assist the manager in assigning work, in employee performance evaluation and may provide hardware/software evaluations or recommendations. Provides coordination of technical activities between the division technical staff and other technical staff functions of the Department. Serves as an assistant to the supervisor with responsibility for assigning work, participating in performance evaluations, and advising employees on work performance; may have quality assurance review responsibilities.
Duties and Responsibilities:
- Performs senior level systems analysis and/or programming work, designs/develops special applications; prepares, defines, modifies, or designs complex data processing systems definitions, forms, and operation flowcharts; reviews assigned systems for compliance with standards and guidelines, explains all facets of program, monitors progress, obtains/creates test data, assists in correcting logic, tests system as a whole and corrects system errors.
- Serves as an assistant to the supervisor by assigning/scheduling work, participating in performance evaluations and advising employees on work performance.
- Supervise a limited number of programming staff, assigning projects, monitoring project work, approving time off requests, and assisting the Data Systems Administrator with staff evaluations.
- Works directly with all user departments to develop the scope and business requirements for requested initiatives, legislative mandates and other information technology services needed; as required interfaces with outside agencies and other entities necessary to fulfill the understanding of the scope and business requirements for an initiative request. Monitors initiatives being developed and keeps user departments informed on the status of their projects, including periodic reports.
- Prepares documentation defining pertinent information such as the system requirements, equipment, software, costs and any impact on the office. Consults on methods of implementing new program procedures and on the automation of manual procedures to facilitate increased efficiency in system utilization.
- Provides technical advice and coordinates changes to production systems to ensure that interaction or new programs will interface properly with established systems.
- Designs, develops or conducts training programs for all levels of users supported by the department; recommends appropriate and necessary levels of training required for department supported systems. Assists in preparing of monthly, annual and special reports as may be required.
- Reviews legislation and legislative proposals to estimate impact on information systems and programming staff. Submits implementation impact to Data Systems Manager.
- Serves on special committees, handles special projects and assignments or performs other administrative tasks as assigned.
- Research and stay current in the latest technical aspects of information systems and application development in the support of various projects.

Requires knowledge, skill, and mental development equivalent to the completion of two years of college, with coursework in the computer science field AND 4.5 years of experience with technical systems and/or programming experience and/or IT project management, including at least 1-year supervisory experience or any equivalent combination of education and experience.
Knowledge, Skills and Abilities:
- Requires extensive knowledge of systems design and implementation, including the way programs are written, compiled, and tested, the methods of operating computers, and the way data is transcribed into a suitable form and has an appreciation of the wider business context for those programs.
- Requires excellent oral and written communication skills for effective engagement with colleagues and internal users/customers.
- Requires extensive knowledge necessary to effectively perform the ability to exercise sound judgement in analyzing, evaluating, and solving problems of a procedural, organizational, administrative, and/or technical nature.
- Requires the use and understanding of appropriate methods, tools, applications, and processes to demonstrate a rational and organized approach to work.
- Requires awareness and adherence to organizational standards for security, privacy, and ethics.
- Requires extensive knowledge of the devices for capturing data for computers and the means available for receiving and transmitting data from remote locations to a computer.
- Requires extensive knowledge of the principles and techniques of computer system documentation.

- Requires extensive knowledge of the advantages and limitations of computer communication, and information retrieval systems as management information tools.
- Requires the ability to follow oral and/or written instructions and to carry out routine operations, once established, without further instructions.
- Requires the ability to organize facts and findings, analyze data logically and to present results with clarity and comprehension, orally and in written or graphic form.
- Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
