Overview:
The Office of the Executive Inspector General (OEIG) for the Illinois Secretary of State (ILSOS) is an independent executive branch State agency. The OEIG investigates matters, under both the State Officials and Employees Ethics Act and ILSOS policies, involving allegations of misconduct committed by employees, appointees, officials, and vendors that do or seek to do business with the Illinois Secretary of State.
Position Summary:
Reports to the Executive Inspector General and has direct supervision of the Investigative staff. The Supervising Investigator plans and directs the work of the OEIG investigators, and performs related duties as required. In this position, the Supervising Investigator is responsible for conducting or leading investigations and managing subordinate Investigators in conducting investigations involving allegations of waste, fraud and misconduct at ILSOS. The Supervising Investigator is responsible for the development, direction, planning, and performance of investigations; ensuring the timeliness, quality, and thoroughness of the investigations; and ensuring, through careful review and editing of their own and their subordinates’ work, that investigative, and other reports, are well-written, thorough, accurate, and timely.
This position involves working with sensitive and confidential information; requires high ethical standards and the ability to exercise good independent judgment. Requires a valid Illinois driver’s license, the ability to travel throughout Illinois, and may require overnight stays.
Key Responsibilities:
- Works closely with and reports to the Executive Inspector General in overseeing investigations.
- Supervises, develops, directs and manages the work of the OEIG Investigators and ensures the investigative work is consistent with the guidelines, policies and procedures established for conducting thorough investigations.
- Develops case strategies to direct investigations; reviews investigation activities including collecting, analyzing, and interpreting information, documentation, and physical evidence; and assists with the conducting of interviews related to the investigation.
- Leads the investigative team by providing guidance and expertise to staff in the course of conducting or in resolving issues that arise during investigations.
- Reviews and edits their own and their subordinates’ written reports documenting investigative activities to ensure they are well-written, thorough, concise, accurate, and timely drafted.
- Handles own caseload of complex and sensitive investigations as the primary investigator.
- Reviews and provides input on summary reports to ensure that they are complete, accurate, and comply with governing laws, rules, and office policies.
- Assists with and may conduct stationary and mobile surveillance; may require travel, including overnight stays, and working protracted or irregular hours.
- Requires ability to develop and maintain effective working relationships with the Secretary of State’s Office, law enforcement entities, other State agencies, officials, organizations, and the public.
- Ability to communicate with other agencies and during investigations or provide information for and/or testify in administrative and court proceedings, as necessary.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
To be successful in this position, a Supervising Investigator should have the following:
- High personal ethical standards and the ability to work with sensitive and confidential materials.
- Strong organizational and time management skills.
- Ability to effectively lead, guide, and develop an investigative team and the ability to manage multiple concurrent projects.
- Effective communication skills in interacting professionally with coworkers, interviewees, and representatives of other agencies.
- Ability in identifying investigative or work product issues that need to be explored and addressed.
- Flexibility and interest in considering the opinions and feedback of others.
- Requires a bachelor’s degree, preferably with coursework in a related field of study such as law, criminal justice, law enforcement, accounting, auditing, public or business administration.
- Four (4) years of professional investigative experience in a public or private organization
- Three (3) years of experience supervising professional staff
- Advanced knowledge of and experience applying investigative techniques, practices, and concepts
- Must have a valid State of Illinois driver’s license
- Requires flexibility to travel, including overnight; and to work protracted or irregular hours.
- Inspector General Certification (CIGI, CIGA, CIG) from the Association of Inspectors General or similar certifying entity.
- Prior progressive supervisory experience, preferably in an inspector general office.
- Extensive professional investigative experience in the areas of fraud, waste, abuse, malfeasance, or misfeasance.
- Experience leading complex interviews and conducting extensive document review and analysis.
- A demonstrated ability to interpret and apply rules, regulations, policies, and procedures and a working knowledge of administrative practices and procedures.
- Proficiency writing and editing detailed reports that are accurate, thorough, concise, and grammatically well-written.
- Demonstrated knowledge and proficiency of Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and other basic web applications.
- General office environment.
- Physical ability to operate a personal computer and related office equipment.
- Occasional lifting of 10 to 20 lbs. (e.g., documents, case files, physical evidence).
- Full-time, FLSA exempt. This position is exempt from the provisions of the State of Illinois Personnel Code.
